Proposal for Energy Policy Guidelines in the Dominican Republic

Within a Triangular Cooperation between Chile, Germany and the Dominican Republic, several exchanges and workshops on energy policy were held from June 20 to 22.

The exchanges were carried out with the support of the expert consultant, Ramón Méndez, with the objective of updating the Energy Policy of the Dominican Republic, and align it with best practices and international guidelines.

The proposal includes strategic axes of the energy sector, such as governance, energy supply and demand, efficient energy use and a social development component, to promote a more resilient, sustainable and secure electricity grid. This proposal will be guided by several guiding principles, such as energy security, independence and diversification, in addition to being aligned with greenhouse gas reduction objectives.

The energy policy will define the specific objectives with a series of actions to be implemented for the medium and long term; which will serve to lead processes such as energy planning in view of a transition towards decarbonization and sovereignty of the Dominican energy system, which guarantees the security of supply at the lowest cost and with the least possible environmental impact, which promotes an efficient use of energy and is an instrument for the social and productive development of the country. This will be achieved, for example, with actions for the strengthening of institutions, to generate regulatory conditions and design instruments for the implementation of energy planning, strategies implemented for social development and a just energy transition, etc.  

The institutions participating in the working meetings with the Ministry of Energy and Mines (MEMRD) and the consultant are the Unified Council of Distribution Companies (CUED), the Superintendence of Electricity (SIE), the SENI Coordinating Body (OC-SENI) and the Dominican Electricity Transmission Company (ETED).  

These meetings allowed for perspectives to be exchanged on the direction that the energy policy of the Dominican Republic should take and what the key aspects are. This exchange with the institutions of the energy sector is valuable for the creation of a consensual energy policy.
