Latin America and the Caribbean discuss MRV systems in the refrigeration and air conditioning sector
The virtual event shared tools, methods and best practice examples to design and implement more ambitious NDCs in the refrigeration sector (RAC).

When it comes to climate action in the refrigeration and air conditioning sector, effective measurement, reporting and verification (MRV) of emissions is crucial and required by the United Nations Framework Convention on Climate Change (UNFCCC), as well as advised by the Montreal Protocol and its Kigali Amendment.
An MRV system allows countries to improve their information base for monitoring their mitigation actions for national planning, implementation, and coordination. This is especially relevant for countries in Latin America and the Caribbean due to their high dependence on air conditioning and refrigeration, which represents a significant source of emissions. The challenge: data collection is often not systematic and the MRV approach is unclear.
The webinar entitled "Cool MRV: Combining emissions reporting with enforcement of standards and labelling for cooling products in Latin America and the Caribbeans", which took place on August 4, 2023, provided an overview of how an effective MRV system could work for the RAC sector.
On the one hand, it highlighted the importance of effective MRV systems in the refrigeration sector for Nationally Determined Contributions (NDCs) in Latin America and the Caribbean. On the other hand, the public-private partnership United For Efficiency (U4E) showed its activities on Product Registration Systems to enforce standards and labeling for cooling products. U4E also presented a free prototype, which consists in a software template that government officials can implement as a Product Registration System in their country.
The NDC4 webinar series is organized by GIZ Proklima as part of the global project "Cool Contributions fighting Climate Change (C4 ll)", supported by the German Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) within the International Climate Initiative (IKI).
