Implementation Plan for the Monitoring, Reporting, and Verification (MRV) System under the National Circular Economy Strategy (ENEC)
The purpose of this plan is to guide the implementation of the Monitoring, Reporting, and Verification (MRV) System for Costa Rica’s National Circular Economy Strategy (ENEC) by defining priority actions for its execution according to feasibility, strategic relevance, and available resources. These actions are organized across three timeframes – short term (2025–2026), medium term (2027–2028), and long term (2029–2030) – to ensure the effective implementation of the MRV system nationwide.
The plan was prepared at the request of the Sectoral Environmental and Energy Planning Secretariat (SEPLASA), in collaboration with the Climate Change Directorate of the Ministry of Environment and Energy (MINAE), and with support from the Green Economy Transformation Project (GET 4.0), implemented by the German Corporation for International Cooperation (GIZ) on behalf of the Federal Ministry for the Environment, Climate Action, Nature Conservation, and Nuclear Safety (BMUKN) under the framework of the International Climate Initiative (IKI).
