Assessment of Costa Rica’s Current Needs and Capacities for Implementing a Monitoring, Reporting, and Verification (MRV) System under the National Circular Economy Strategy (ENEC)
This assessment establishes a baseline to guide the design of a Monitoring, Reporting, and Verification (MRV) system for Costa Rica’s National Circular Economy Strategy (ENEC, for its acronym in Spanish). It reviews current national and international instruments and commitments; identifies key actors, roles, and capacities; formulates a preliminary theory of change; and highlights a series of gaps identified in the MRV system design process, together with corresponding preliminary recommendations.
The report was prepared at the request of the Sectoral Environmental and Energy Planning Secretariat (SEPLASA, for its acronym in Spanish), with support from the Climate Change Directorate of the Ministry of Environment and Energy (MINAE, for its acronym in Spanish), and the assistance of the Green Economy Transformation Project (GET 4.0), implemented by the German Cooperation for International Development (GIZ) on behalf of the Federal Ministry for the Environment, Climate Action, Nature Conservation, and Nuclear Safety (BMUKN, for its acronym in German) within the framework of the International Climate Initiative (IKI).
