Implementing Strategic Public Procurement: Manuals, guides and tool box

The inclusion of sustainability aspects in public procurement represents a major challenge for public administrations in Costa Rica and in the region.
The Strategic Public Procurement Implementation Manual seeks to guide the analysis and decision making to make a more responsible procurement, seen throughout the administrative procurement procedure. It is accompanied by 3 thematic guides on environment, society, economy and innovation, as well as a toolbox that includes pre-established criteria for 14 products and services, together with a matrix for the evaluation of sustainability assessment criteria.
These documents have been published by the Costa Rican Ministry of Finance, with the support of the project EcoAdvance: Labelling and Sustainable Public Procurement, implemented by the German Development Cooperation (GIZ), the United Nations Environment Programme (UNEP) and the Öko Institute, on behalf of the Federal Ministry for the Environment, Nature Conservation, Nuclear Safety and Consumer Protection (BMUV) through funding from the International Climate Initiative (IKI).
